During 1993 and 1994, Hasbro made the decision to re-use Joe molds as much as possible. While often only the waist pieces and legs were re-used, in a few instances entire figure molds were tapped for recycling.
Unfortunately, in a few instances Hasbro got ahead of themselves, commissioning card artwork and photo mock-ups based on what they wanted to use instead of what they had handy.
Payload was one of these figures, as his original 1987 mold was tapped and a repainted figure was shown in the card artwork, but the finished product was a redeco of a Barbecue figure.
